Thank you for your email of 01 January about the Birth to Three Matters (BT3M) pack. Your correspondence has been allocated the reference number 2001/0001353 and I have been asked to reply.

I appreciate your recommendation that the BT3M pack should be sent to all parents and that you have taken the time to write to the Department. I should explain that the BT3M materials were specifically designed for all practitioners and professionals involved in the planning and delivery of services to children aged from birth to three. As BT3M is not part of the National Curriculum and is more of a comprehensive guide and information pack, it is available to all providers who work with children in this age group and also on the Sure Start website for parents and providers to access. Likewise, the Foundation Stage Curriculum is available to all settings and is accessible via the web for all.

Both documents highlight the importance of working with parents as partners as they are children’s first and most enduring educators. All practitioners should use a variety of ways to keep parents fully informed about their children’s care and education. When parents and practitioners work together in early years settings, the results have a positive impact on the child’s development and learning. Therefore, each setting should seek to develop an effective partnership with parents to ensure that they are fully aware of these materials.

In case you aren’t already aware, you may be interested to know that the BT3M framework will be integrated into the Early Years Foundation Stage (EYFS) which is due to come into force from September 2008. It will be a single framework for care, learning and development for children in all registered early years settings from birth to the end of reception class (the academic year in which a child turns 5 years).

EYFS builds on the existing statutory curriculum guidance for the Foundation Stage, the non-statutory BT3M framework and elements of the regulatory framework in the National Standards for under 8s day care and childminding. These three frameworks are superseded by the EYFS and will be repealed.
